PennComp is a Houston IT outsourcing company that says it has been in business since 1988. An author note on its blog names Scott Young as president. The site has separate pages for Conroe and Sugar Land, and one FAQ answer uses the name Penn Computer Corporation.

It says it serves startups, micro-businesses and SMBs across construction, manufacturing, non-profits, professional services and energy. Its energy page names software it supports, including WolfePak LandPro, FlowCal and Petroware.

What PennComp sells

The site lists managed IT services, help desk and on-site support, IT consulting, cloud migration and management, network support and data backup. It describes 24/7 monitoring and a 24/7/365 help desk. It says it runs on Six Sigma and EOS Traction principles, which it presents as the source of consistent processes.

The network page says it manages the physical layer too, including cabling, switches, routers and Wi-Fi access points. The cloud page describes hosted VMware servers with optional full vCenter access and says it can "guarantee 99.95% availability" for uptime, connectivity, power and cooling.

It also sells AI work for small businesses: readiness assessments, Microsoft Copilot deployment and workflow automation. The support page lists Microsoft, Fortinet and CompTIA certified staff.

The work it points to

The support page shows 98% client retention and a 4.8 star client satisfaction figure, and one page displays 77 Google reviews at 5.0. Named testimonials come from Mars Hill Productions, Aloha Payroll and contacts at IBM and Ingram Micro. The home page says it has served hundreds of Houston businesses.

We have not spoken to any of those clients.

How it says it charges

PennComp describes one flat monthly plan covering help desk, monitoring and security, with pricing set in a tailored proposal. It publishes no prices. It says plans are built around a 5 to 50 person business. On contracts it promises month-to-month flexibility.

What its site does not tell you

On the 11 pages we read, the site gives no prices and no staff count. It states that a 3-hour average repair time is guaranteed, and its contact page advertises a 1-hour response, but neither comes with terms. The same is true of its satisfaction guarantee.

Its experience claim varies by page, from 30+ to 38 years. None of that is unusual for a small provider's website, and all of it is worth asking about before you sign.
